Notify developers when they break the build

Traditionally this problem would have been solved with email notifications. The trouble is most people are snowed under with email notifications thanks to spam and poor written communication habits of co-workers.

A better technique these days seems to use a messaging platform like Discord, Slack or Microsoft Teams which allows signaling a message to these platforms including URLs to allow digesting more information.

Generally speaking it’s really important to avoid noisy notifications.
