If you have some high volume channels, that crash other channels. A good concept to apply is separating concerns.

Licensing 

Connect with your Account Manager to have multiple licenses across your implementation. Dedicate licenses for high volume and low volume channels.

User Management

If you are concerned about user management, within Iguana > Setting > User Synchronization - sync users to ensure compliance.
