When Thematic Goals change

Organizations use thematic goals to clarify the set of problems to focus on. They are based on our understanding of customer needs which evolves over time based on the fact that:

1. Our understanding of their needs is incomplete

2. Customer needs change over time

When our understanding of customer needs changes, it may require us to modify our thematic goals.
